The key point is... Knowing someone's mobile number doesn't mean you know their LINE user ID, and it doesn't allow you to immediately send them a message on LINE. An account linking process is required that properly verifies users, such as LINE Login or Account Linking, including checking the recipient criteria and the connection status with LINE OA.
